An evaluation is currently under way to assess the relevance, effectiveness and efficiency of technical assistance to countries through Gavi’s partners’ engagement framework (PEF)
The evaluation, launched in September 2016, will help Gavi to monitor the implementation of partners’ technical assistance in close to real time, and to quickly adjust the support if needed.
An adjudication committee, consisting of an independent group of experts, has selected Deloitte Consulting LLC to carry out the evaluation.
Gavi’s Evaluation Advisory Committee is responsible for overseeing the evaluation, while a steering committee provides methodological guidance and helps to ensure high quality and compliance with the terms of reference.
OBJECTIVES
The evaluation assesses technical assistance provided to the 20 PEF tier 1 and tier 2 priority countries1 both by core partners (WHO, UNICEF, World Bank, the Centres for Disease Control and Prevention, and civil society organisations) and expanded partners.
It aims to:
- understand the extent to which the new model for technical assistance has incorporated the principles of country ownership, transparency and accountability;
- assess how the new model has shaped the delivery of technical assistance and made it more effective;
- examine its contributions to the larger national immunisation programme; and
- identify the internal and external factors that affect the delivery and outcomes of technical assistance.
EVALUATION QUESTIONS
Key questions of interest to the evaluation are:
- how effective and efficient is the technical assistance planning process?
- which technical assistance models are most effective and efficient, and why?
- to what extent does technical assistance contribute to improvements in the national immunisation programme?
METHODS
The evaluation, which will continue until early 2020, uses a mixed method approach that includes the following components:
- periodic assessments in tier 1 priority countries (baseline, mid-term and end-term) with a particular focus on four country case studies.
- continuous assessment through an online survey of the perceived quality, effectiveness and satisfaction of the technical assistance received by countries. The 360° approach will allow recipients, providers and the Gavi Secretariat to share their perspectives.
Evaluation methods
1Tier 1 priority countries: India, Nigeria, Ethiopia, Indonesia (only included in the evaluation in 2016), Pakistan, Kenya, Uganda, the Democratic Republic of the Congo, Afghanistan and Chad.
Tier 2 priority countries: Niger, Somalia, Myanmar, South Sudan, Mozambique, Madagascar, the Central African Republic, Papua New Guinea, Haiti and Yemen.
